第33屆世界遺產委員會將決定30件新申請案是否能夠進入「世界遺產名錄」

今年（2009）的世界遺產大會將在本月22日至30日在西班牙的塞維亞（Seville）舉行，將針對初步由ICOMOS與IUCN所審查過的候選名單，這包括4件自然遺產，23件文化遺產，3件複合遺產，這當中包含4個跨國提名（transnational nominations），一共是30個準世界遺產進行表決討論，另有7件擴充範圍（extensions）的案子也要進行討論。此外，要要針對現存30處的瀕危世界遺產名單進行修正檢討，其中德國的德勒斯登易北河谷（Dresden Elbe Valley）是否會遭到世界遺產委員會的除名動作，也是今年大會的焦點。今年有三個國家是第一次提報世界遺產名單，分別是：布吉納法索（Burkina Faso）、維德角共和國（Republic of Cape Verde）與吉爾吉斯（Kyrgyzstan），他們各自提報了一件世界文化遺產的名單進行角逐。更妙的是，多年不見的複合遺產今年竟然捲土重來，出現了三件案例進行討論，看來今年的大會熱鬧異常。

 

今年的會議，我個人認為最受建築界關注的當屬由六個國家（德國、阿根廷、比利時、法國、日本、瑞士）所串連的跨國提名個案：「柯比意的建築與都市設計」（The Architectural and Urban Work of Le Corbusier）。這個案子最後幾經波折，最後是由法國提出14件、瑞士4件，德國、阿根廷、比利時、日本等四國各一件柯比意的作品，一共22件作品一起提出跨國提名的申請案，其中位在東京上野公園內的「國立西洋美術館」完工於1959年，是法國建築師柯比意（Le Corbusier, 1887-1965）在日本國內唯一的建築設計作品。ICOMOS卻建議日本的「國立西洋美術館本館」（Main Building of the National Museum of Western Art）應該要延期登錄（deferral），因此是否會影響最後大會的討論結果，仍必須要等到六月底的年會才能得知。至於，「柯比意的建築與都市設計」這個案子的詳細介紹，我將替中國的「寫真地理」雜誌撰寫一篇專文討論，屆時再跟大家分享。
